Township Seeking Construction Project Bids

The Township is accepting sealed bids for the following: 1) Placing wearing course on Devonshire Heights Road; 2) Paving across Carlson Road Bridge; 3) Paving across Camp Kiwanis Road Bridge (collectively, the “Projects”). Complete proposal packets may be obtained during normal business hours from:

The Contracts involve the competitive solicitation of the Projects. Bids will be based on unit prices. The Board of Supervisors intends to award the Contracts to the overall lowest responsible Bidder, as determined by the Board to be in the best interest of the Township.
A Proposal Bond in the amount of ten percent (10%) of the bidders maximum bid price is required to be accompanied with a Bid. A Performance Bond and Payment Bond each in the amount of one hundred percent (100%) of the contract price shall be required from the Successful Bidder. All bonds must be received within 20 days of the award of the Contract. An anti-collusion affidavit is required for this Bid. Liquidated damages shall apply for delays. The Contracts will be subject to the Prevailing Minimum Wage Determination established by the Commonwealth of Pennsylvania, Department of Labor and Industry.
Pre-bid meetings will be held on Tuesday, May 22, 2018 at 10:00 a.m. at 8848 Jonestown Road, Grantville, Pennsylvania.
Bids shall be submitted only on the MS-944 Form included in the Specifications. While Bidders may make comments to clarify their bid, Bidders cannot change, modify, delete, alter, amend or make additions to the wording to any of the Bidding Documents, including but not limited to the Agreement. Unauthorized conditions, exceptions, limitations, or provisions attached to a Bid may be cause for rejection of the Bid. Any questions regarding the Bidding Documents shall be submitted as Requests for Interpretation and the Bidding Documents may only be modified by Addendum issued by the Township prior to the Bid opening.
The East Hanover Township Board of Supervisors reserves the right to reject any or all Bids; to waive any defects, errors, omissions, irregularities or informalities in a Bid or the Bid procedure; and to accept any Bid which it may deem to be for or in the best interest of the Township.
Bids will be received at the above address until 1:00 PM, on June 5, 2018. Any Bid received after said date and time will be returned unopened. Bids must be in a sealed envelope clearly marked “Bid for East Hanover Township,” bearing the name of the Bidder and “Devonshire Heights Road Project;” “Carlson Road Bridge Project;” or “Camp Kiwanis Bridge Project,” respectively. If the Bid is sent through the mail or other delivery system, the sealed envelope shall be enclosed in a separate envelope with the notation “BID ENCLOSED” on the face of it. Any Bidder and any member of the public may be present at the Bid opening. The Board of Supervisors reserves the rights to formally accept a Bid and award the Contracts by public announcement at a regular meeting of the Board of Supervisors.
